I think there should. I mean there is always a nutual group in every war.. They are weak but there is always one... Like in the world wars, and the cold war.. always one ^ ^

i think that we are following what happened on the show, there are no peace groups or anything until the war is over.

Not fighting for your empire during this time would be counted as treason, so if ya wanna be considered an enemy to both sides, go ahead and be neutral.

Nutural forces are sometimes just mercenaries, who will work for both sides, like moi, haha.
But really, you are a friend of both and an enemy of both, depends who you fight for at the time.
